THE PRIME MINISTER, summing up, said that on balance the Committee approved the Foreign Secretary's proposals, on the understanding that all the immunities to be conferred would be set out in the Conventions; if there were a proposal for any further extension of immunities by unpublished Exchange of Lettere, the catter should again be brought

before Ministers.

The Committee

(1) Invited the Foreign Secretary to refer to Ministers

any extension of consular imunity through an unpublished Exchange of Letters.

(2) Subject to Conclusion (1), approved the Foreign

Secretary's proposals for conferring immunity on consular staff of Eastern European Countries set out in OPD (67) 4.
